This action couldn't be completed. Try again later. [OR-BSBBF-103]. and i've tried 6 or 7 times, and each time my 2 rupees gets debited from my account. Each time, I get the same error. Why?

There could be few reasons, I m listing what worked out for me.

create a new gmail account which was never used for gcp . Activate free trial using a credit card which has international usage and automatically deduct facility for fees. Check your card bank for the status and activate them. Now try your card and activate it.
Note: Your card should not have any credit balance with gcp bills. Clear if any remaining in other accounts.

1. Kindly Try your payment in Mozilla Firefox browser. It works. 
2. Do all the payment steps & setup via Firefox it works.
3. There seems some cache error via chrome browser
4. I referred this solution & this tracker
