Why is my Google Cloud Console not updating or upgrading

So, I noticed today when i opened my bash console within the Google Cloud it would not allow me to update nor upgrade it in the slightest. I also, coincidently, cannot upgrade my Google Chrome on my POS cell phone. Even though it says it is due for an upgrade. I've done everything as far as a factory reset and it has been to no avail. Anyone have any insight to enlighten me on about this?
