Is there a cost required to enable the Recommender API?
I would like to enable recommender.googleapis.com for our test
environment to find overprovisioned servers, but am afraid
of incurring an unexpected cost.

Based on this documentation on Recommender pricing:

Google Cloud generates most recommendations and insights for free to all customers. Availability via different exposure channels depends on a customer’s support.
Premium recommendations require purchase of a SKU to enable the generation of these insights. Today, only Firewall insights is a premium recommendation.

As of the moment, only Firewall insights requires premium recommendations that requires purchasing of an SKU. The rest could use the API for free.
