virtual machine turn on automaticaly

Hi
I creating a 2 vm from instance template  and this vm in grouping. i trying to run on load balancing on it.

every time i stop 1 vm, it will turn back on after few minute and i will need to redo all the work i have made from the beginning.

Thank you for the advice. I already found my mistake. when i creating the instance group, my minimum instance on auto-scaling is 2. So when I turned down 1 of the instance it keep on rebooting it
