Can't choose multi-region when creating BigQuery dataset.

We currently have two problems with our data warehouse, that I believe are connected. The first problem is in BigQuery - I can't create a new data set with multi-region (EU) even though the Resource Location Restriction allows for EU. I don't know when this started happening, but two weeks ago I could create new datasets in multi-region (EU) without problems. Our current datasets are still found and are queriable (all of them are stored in multi-region (EU).

The second problem is that since yesterday 10th feb lunch (CET) our automatic refresh in PoweBI can't find any tables in our project in BigQuery. The refresh works on PowerBI desktop (locally), but not on the hosted version. We have verified our connection to BigQuery and it is succesful both the local ODBC-connection and the hosted connection. We can still refresh locally and then push the project to PowerBI server with the refreshed data.

We are getting error code 404 notFound, which according to Google documentation suggests that the location request doest not match the location of the resource, and why I believe the two problems are connected. I noticed that BigQuery had a release yesterday, could this be a bug introduced in the new release? This automatic update has been running without issues for about a year.

If I change project I can create a new dataset in multi-region which would suggest that it would be our organization policy that is problematic, but I have verified that multi-region is available. We have not done any changes to our policies in the project recently.

Update 1: now our PowerBI updates without issues, but I still can't create datasets in multi-region (EU).

Update 2: I managed to create the dataset in multi-region (EU) through the Cloud Shell, but the UI still does not give me the option to create the data set in any multi-region. Seems to be a bug in the UI then.
