Getting a GCP BAA without a Google Workspace account

One of my clients is in Healthcare and just set up their GA4 export to BigQuery. We went forward with this because we knew that GCP would sign a BAA and we felt safe storing their raw data there. However, we've had a REALLY hard time figuring out how to get a BAA in place and I'm hoping someone here can help.

They are not an organization that uses Google Workspace (they use Microsoft) so individuals have created Gmail accounts for specific purposes. Their "admin" of BigQuery is using one of these Gmail, non-workspace accounts. In his hunt to figure out the BAA, he got an error that he needed to be a "super-admin" in order to sign a BAA. It appears the only way to be a "super admin" is to have a Google Workspace account. Getting the organization to agree to use Google Workspace is going to be a huge effort so it's our last resort.

Does anyone know of a workaround to this?
