What is the term "Looker administrative API" meaning?

I am working with the Looker API, specifically using the GET /login and DELETE /logout endpoints.

By the way, the Looker Licensing Descriptions state that the "administrative API" is limited to 1,000 calls per month. What exactly does "administrative API" refer to? Should I be concerned about this when calling the login/logout endpoints?
