Who Trigger the Job in BigQuery Question

Is there a way we can tell who/which human ID submitted a BigQuery job if it runs using a SA?

It includes only the SA email. It's better to avoid using such approach, or add some custom logging/labeling to identify who submitted the job even if running using a service account.
