Why do I get charged 2 cents per month for minimal Big Query storage and use?

My organization created a BigQuery account to store website analytics data past the 18 month limit imposed by G4. We have never come close to the 1 TB processing limit for free tier usage. Yet we're getting charged 2 cents per month. It's not a significant amount, but it is creating headaches with accounting. We're a nonprofit, and every penny spent requires justification (and paperwork).

We have had a BigQuery account for over a year, but only started getting charged in the past two months. Our initial $300 credit has expired, but it still appears as the full amount. To me, that means it never went toward paying any 2 cent/month charges.

Can anyone tell me what this 2 cent/month charge is for? And maybe how to stop it?

Free Tier is not forever option. I mean, this is either $300 or 90 days, as per https://cloud.google.com/free/docs/free-cloud-features?_gl=1*1ygcbpy*_up*MQ..&gclid=Cj0KCQjwzby1BhCQ...

Regarding 2 cents. You are paying such money because you've probably reached out 10GiB free tier / month.  As per documentation :
