Clone and replica creation are failing

Same problem using cli:
$ gcloud sql instances create manual-test --region=europe-west1 --cpu=2 --memory=8GB --master-instance-name=mysql-1
Creating Cloud SQL instance for MYSQL_8_0...failed.
ERROR: (gcloud.sql.instances.create) Operation https://sqladmin.googleapis.com/sql/v1beta4/projects/clicars-123456/operations/0aaa8945-2b28-40a2-8a... is taking longer than expected. Has anybody experienced the same problem?

Hello, Jose,

The Cloud SQL Product Team has mentioned that the reason behind this behavior was that another issue affected the database engines. Both issues have been mitigated, and the Root Cause Investigation is still being conducted.

Locations affected: europe-west1, europe-west2, europe-west3.
