Ran out of credits provided by a code which caused my CloudSQL instance to become suspended so I started the free trial with $300 of credits. After switching the billing accounts and making sure I could start other instances, the old CloudSQL instance is still suspended.

I have strong feelings that this is made by purpose, based on recent changes in Free Tier products offer. Based on https://cloud.google.com/free?hl=en and https://cloud.google.com/free/docs/free-cloud-features , mostly this section https://cloud.google.com/free/docs/free-cloud-features#free-tier-usage-limits I'm not able to see any CloudSQL product. I'm seeing only NoSQL Firebase. SO it might be possible, that when you've created your old SQL instance, SQL was part of Free Tier. However that was changed and now, Cloud SQL is a payed option, which cannot be payed via provided credits. Free Tier page limitations has been updated Last updated 2024-07-25 UTC.
Also, I can bet, that Google will mark somehow products and billing associated with particular person and free tier usage, to not allows to use credits and free tier in a way that you've described.
