I have some questions regarding GA4 consent settings.

The current situation is: Suddenly one day, I noticed a "Action Required" red flag in the Data Stream section in GA4 Admin, indicating that data transmission has stopped. However, this "Action Required" disappeared after I disconnected GA4 from Google Ads. But I found the following message there: "consent signal not detected".

I would like to ask, is it necessary to do this if I want to successfully enable Google Ads for my Google analytics?

I have watched many videos about consent settings, all of which say that a "consent banner" is needed. It is a banner that pops up when users log in to confirm some privacy policies, and users need to agree before they can continue logging in. However, my current website displays a Terms and Policy hyperlink at the bottom of the login popup for users to check, and users only need to choose to log in to default to agree to those terms. However, this clause is only a pure front-end display and does not transmit any other signals to anywhere. Is it because Google's consent setting has been updated, so I must pass the so-called "consent signal" to enable Google Ads for my Google Analytics?

Currently, users cannot perform any operations on my website without logging in, they can only browse. What I want is that as long as users choose to log in, it means they accept all privacy terms and policies, and my Google Analytics can successfully enable Google Ads. How can I achieve this? I am not very familiar with consent settings, and I hope to get a detailed explanation and operation process.
