Extract on prem oracle blob and save to GCS

Data stored as blob format in Our current onprem application. we are currently looking for a solution to extract the blob alone and move the documents to GCS. Does any tools like Dataflow, cloud data fusion help to extract this blob format and ingest to GCS using data pipeline. Please share your thoughts
