Cannot publish app from draft - Google Workspace SDK

I have an internal Google Workspace App, using Google Workspace Marketplace SDK. 

I discovered today that there is a new workflow to deploy new versions - using Draft status. 
The problem is that I cannot publish my app from Draft status - I'm getting error "Failed to apply changes
The attempted action failed, please try again."

I don't know what to do now - where can I find help?
