Create the organization from the cloud console

For past more than 10 days, we're trying to connect with google support to create the organization in the GCP for our projects. We send the email and mentioned our issues, still google keep looping the same things. 

When we try to create the new organization, It's asks to create the google cloud identity. when we tried to create the cloud identity, it ask us to create the workspace. We already have workspace in the different service. how could resolve this issue. please help us.

I think that you should create new workspace which allows you to setup organization and then add Organization workspace to your primary Google Workspace.

As a final resolution, your primary user will have email with 
damian@example.com and alias with damian@second-domain.example.com
