External project owner can't see Source repos created by primary owner

Setup.  User creates a project and and gives external user (me) project owner.  I can see everything just fine in the project.  He links an external github repo into Source Repositories and he and I can see that I (another project owner) have Owner permissions both in GCP IAM and Source Repo Permissions sections.  The issue is I cannot see any repos that he creates (linked or regular) under the project when I browse the repositories.

Well to make things even more embarrassing I can see these repositories fine using the sdk.  I spend so much time convincing my customers to use GCP and then we waste time on clunky stuff like this.
