Google Maps State Border Styling

I need some clarification on how much you can style state/province borders in the Google Maps Styling Wizard.

I'm trying to customize the borders so they are solid white between countries and dashed white between states. I was able to see in the styling wizard under "Political" -> "State or province" an entry for "Polyline". When I marked it as visible and set the color to "FFFFFF", the border shows up as white in the preview window. However, when I try and use that style in my map, it appears it retains the default color. I made sure I was getting the right field by changing the color to FF0000, and it changed it to red in the preview like I was expecting it to. I've also changed the border color under "Political" -> "Border" and it reflects in my app's map

I found this guide on what you can style in the maps: What you can style on the map  |  Maps JavaScript API  |  Google for Developers. According to it, you can't change the borders at all. That being said, at least with the country borders, I can at least change the color. My question is Can I change state/province border colors?
