Managing GAE resources

Amateur developer here. Apologies for the naive questions. I would appreciate it if you could please answer the following questions:
1) Do the Adsense like ads (using Javascript code snippet) on google app engine (GAE) counts towards resources (instance, outgoing bandwidth, etc.) used for GAE. Accordingly, I will have to decide if and which (image vs video) ads to show.
2) How are instance hours calculated?
  • I'm assuming going to the GAE via website is client side. What is the server side?
  • My usage of Frontend Instance Hours keeps increasing even though I am only logged in GCP console. Does time spent on GCP console managing resources count towards instance hours?
3) At some point, it was possible to stop all instances of GAE when you reach a certain billing amount. But right now, it seems they only have alerts. Is it possible to stop GAE until the daily quota refreshes to avoid billing?
4)Where do I find the Cloud Storage? The documentation suggests that the Default Standard Storage has 5GB free, whereas the Code & Static Data Storage has 1 GB free. Where can I delete stuff to reduce the content from the Storage?
