I am not able to figure out what's going on with the OAuth consent screen verification and limitations.
Q1 – I have added only non-sensitive scopes to the OAuth setup. So I don't understand why it's being verified. See the screenshot below.
Q2 – The verification status still shows "Verification in progress" even after 10 weeks of submission. It should have been verified by now. Why is it taking more than 4-6 weeks of time? How can I reach to the support team to get the exact status of the verification process? See the screenshot below.
Q3 – It shows 100 OAuth user cap. Does this cap applies even if we request only the non-sensitive scopes? If yes, is there a way we can remove this cap? See the screenshot below.

I would recommend contacting support for them to be able to check your project and provide answers to your question.
I reached them through the "Feedback" form. Weirdly, such support is paid. These are basic questions, and we have to pay to get answers. Also, no clarity in their documentation. 👎

It will be best for support to provide you details in private for confidentiality purposes. If you have already reached out to them through the feedback form, you can try to respond back to their email when you applied for the verification of the non-restricted scopes for follow ups and they will reach back to you.
