OAuth user cap reset

Wondering if there is any way to reset OAuth user cap on API & Services > OAuth Consent Screen. Our app is unverified, and only used for testing purposes; our Prod app is verified.

We have exhausted our user cap, and it is preventing our new developers from testing their changes because they encounter a "This app is blocked" prompt.
