Have you tried to check if the Disable Service Account Key Creation is currently Inactive? If not, select your Organization and go to Organization Policies and make sure that it is currently Inactive. Make sure also that the organization role has the Organization Policy Administrator.

I guess this is due to permission settings or service account configurations in the Google Cloud Console. Though, I am not getting it properly but want to know more about it! Following this discussion
