SAP sending message to GCP pubsub - getting 417 error for metadata.google.internal

Hello - we followed the below blog to send a message from SAP on premise to GCP pubsub.   We are getting the error "417 - Direct connect to metadata.google.internal:8 0 failed: NIEHOST_UNKNOWN(-2) HTTP Response".   It seems like it is getting this error trying to get the token from pubsub.   Has anyone encountered this error before?   

Below is the POC we followed and we are getting the error on this program upon execution:
