Unable to use Google Cloud Platform

I am a Chinese developer and I want to use the Google Maps API. However, when I complete the account setup on Google Maps Platform, I cannot select a valid country or region, and I cannot bind my Visa card. After I fill in the information and click "Get started for free", it will display: "Unable to complete this operation. Please try again later. [OR_BACR2_34]". How should I deal with this problem?

The error "[OR_BACR2_34]" usually points to issues with billing information validation, and the inability to select a valid country/region is often linked to restrictions and Google's policies in China.

While Google Maps, as a consumer service, is largely inaccessible in China due to internet restrictions, the Google Maps Platform (API) can be used by developers in China under specific conditions. Typically, this requires partnering with an authorized Google Maps Platform reseller that operates within China. Direct access to the API for end-users in China from outside of the authorized channels is extremely difficult, and the Google Maps Platform Terms of Service are structured to discourage direct use of the API without a partnership.
