AND/OR Filters in Explores not always available.

We have enabled AND/OR Filters in Explores. The option to toggle between AND/OR is available for some dimension combinations, others it is not (there is a greyed out button for AND only). Why is that? Is there something we can fix?

I can't find a pattern on why this is happening.
