Filtering between different explores

Hello,

I'm trying to add a filter to a dashboard that sources data from 3 different explores/views. I need to set a default value to land the initial data in the dashboard to filter to include all values for 'program_name'.  2 of the explores/views have data aggregated up to a program named 'All Programs' and then data separated out by specific program. The 3rd explorer only has data for the specific program.

Is there a way to (maybe hardcode) to include all results from the 3rd explorer tiles when the default value is applied and then also filter to specific programs when the filter is changed? Currently when applying the filter the tiles referencing the 3rd explorer go to zero

What is the expected behaviour in the 3rd tile with the filter value "All programs" since this explore has data only for specific programs?

When the filter is set to 'All Programs' I would like to have the 3rd dataset filter to include all results.

I don't think it's possible to ignore a filter value in certain case and consider in another. In the short term I believe the easiest way out for you is to add an aggregate for "All programs" in the 3rd explore as well.
