As of 22:00 UTC, CloudFlare has been unable to reach GCP. You can see the sharp drop to 0 traffic in the following graph from CloudFlare:

There are no reported outages - yet none of my sites that route through CloudFlare are working.
What is most frustrating is it doesn't seem like I can even report this issue without paying for support.

It appears they must have resolved it, as everything has come back online.
