I have confirmed through my Wise app that my card has sufficient funds, yet I am unable to proceed with the payment required to enable Google Maps integration in my project. This issue has left me stuck during the development of my app, as Google Maps is a critical component.
When I attempt the action, I receive the following error:
Action unsuccessful
This action couldn’t be completed. Try again later. [OR_BACR2_34]
I would greatly appreciate your assistance in resolving this matter as soon as possible so I can continue with my development work. Please let me know if there are additional steps I need to take.

The error message from the Google Cloud console could be related to an issue with regard to your payment method. Here are a few possible starting points to address this:
In case your card has successfully been used before for your Google Cloud projects, it would also be best to verify with the bank to examine if there are other internal issues specific to your card. You can also work with a local reseller who may possibly help exploring other valid payment methods.
If the issue persists, I would recommend reaching out directly to the Google Cloud Billing support or this GCP Account Suspension inquiry form. This will allow our Google Cloud billing team to take a closer look at the issue you encountered during your payment and provide you the necessary steps forward to address this.
