Can we enable Google Developer from Terraform?

Our infrastructure is provisioned using Terraform by the vendor. However, we encountered an issue where users cannot access Google Developers. Is there any way to enable this through Terraform, or can we only do so via the GCP console with the Org Admin role?

Welcome to the Google Cloud Community!

Unfortunately, you will need to contact someone that has the Organization Administrator role to grant the necessary IAM roles to your users.
