OR_MIVEM_04 error despite using valid card details

Hi all - have spent a week fighting to get our Google Maps APIs working. Seemingly the error was due to an invalid card, however now that we've replaced it with a different valid card, we are getting an OR_MIVEM_04 error and when validating our profile we get an internal server error.

Worth adding we've tried multiple cards and contacted our banks and the error is not on their end.

Any thoughts?
