google-cloud-cli install error on Windows 10

 I'm installing on google-cloud-cli.exe on Windows 10, and I get the following error.

Hi,

1. Do you have maybe connection outside this VM ? Because it looks like proxy / firewall is blocking this installation. 
2. Did you've downloaded this installer or used PowerShell commands ?
