Can’t scale up due to exceeded quota

I have a GKE autopilot cluster , I get the error "Can't scale up due to exceeded quota"

I checked the Quotas i don't see anything exceeded, I have increase few's Quota like SSD's , VM's , External IP  but still i get the same error.

When i check the logs it says 

errorMsg: 

messageId: scale.up.error.quota.exceeded

Please do the needful @gke

believe there is an issue with cleaning Autpilot clusters, after creating and deleting some clusters I checked the asset inventory to find out some node pools still running (kinda orphans)
