Dynamic resource scaling in Kubernetes and CPU Boost

Hi all,

A colleague and myself wrote this article on Dynamic resource scaling (a new feature in Kubernetes 1.28) and CPU boost (an OSS operator) which together can help speed up startup time for Apps

This could be useful for Java Apps which requires a lot of CPU cycles at startup to load classes and do everything the JVM needs to do.

Curious what do folks think about this? Any feedback is welcome!
