Kubectl to GKE Cluster very slow

this error comes up when trying to connect to cluster. I have two cluster in two different projects and its same for both. 

Its not my internet problem as this is observed from different location and different internet providers. 

intermittently it works like no problem is there and rest of the time, the connection timesout.

this started happening since 2 days.

also using gcloud console to make changes is working fine, only from kubectl its slow
