Alert Notification when any one of the google cloud service is down in specific region

we want to get the alert notification from google when any one of the below service is down in the Europe region,
how to achieve it, kindly provide input or guide us

1.cloud Armor
2.IAM
3.Security command center
4.Cloud IDS

Welcome to Google Cloud Community.
If you need being notified about particular services health status, you definitely should configure [1].Health Events. You can create alerts per project or for aggregated logs at Scoping Project.  For your needs, best suited will be Product Alerts  with specified service[2] and Location [3]
