Hello,
I have tried to apply for the v3-256 pod in east since Sunday, but it always returns 'no capacity', and according to this page https://cloud.google.com/tpu/docs/regions-zones the only available v3 is 128 and located in central. It works pretty well in the past months, I am wondering if TPUv3 with higher cores (~16) no longer available for TRC participants?

Based on the documentation, that is correct v3-8 is only available in selected zones in us-central1. For the case of TRC participants, you need to reach out to the TRC support if you need to use a large amount or more specific generations of Cloud TPU, provided the information about your project timeline, objectives and requirements.
