Can I only use terraform without Infrastructure Manager?

I have reviewed all Infrastructure Manager guides. But I don't enjoy Cloud benefits from Infrastructure Manager. I think terraform can do anything that Infrastructure Manager. Infrastructure Manager is very confused to me, oh my god.

Can we give up Infrastructure Manager?

Yes, you can use clean terraform without Infrastructure Manager to spin up your infra via code.  How to start with terraform on Google Cloud is quite good explained here: https://cloud.google.com/docs/terraform/deploy-flask-web-server . The answer depends on your requirements whether you choose Infrastructure Manager or just Terraform. Infrastructure Manager is just a wrapper built on top of Terraform, so make your selection based on what best fits your team's needs.
