Create project, user and assign role using Template

I need little help with the GCP template, to create the GCP user, project and assign a role to the user and Assign a billing account using the GCP template. I didn't find any template that achieve my requirements.

Welcome to the community!  Can you elaborate on what you mean by a "GCP template"?  I'm not familiar with that notion without more context.  Are you perhaps referring to terraform templates?

Yes, terraform template that creates a project, user and assigns a custom role, and assigns the billing account to the project into the template.
