Data could not be loaded on attempt to create VPC Network

I recently signed up to GCP in a private capacity.  I was offered Free Tier and I also setup billing info in case it maybe needed.  So far I've worked on one project with no problems.  However now that I want to work on VPC and subnets I can't seem to get pass the dialog box that says "Data cannot be loaded".  What do I need to do to get pass this issue.  Thanks

This can be a simple issue with the browser. You may try clearing your browser cache, trying it on a different browser (Chrome, Firefox, Edge), or opening the Google Cloud Console in an incognito or private browsing window. 

If this does not work, check and make sure that you have the permission for that specific project that you're working with. Make sure that your account has the necessary permissions to view and modify VPC settings.

Lastly, it can be related or associated to billing issues with your GCP billing account, preventing you from using VPC and subnets (for example) and the other billable resources.

I have no visibility or access to your account that's why I recommend you to file a support case with billing support for further investigation.

I had a similar error. I clicked on continue and was given a page to enable "Compute Engine API". I wasn't sure if I should and I did some checking and I found via this documentation that I needed to indeed enable it. I did and the error went away. I got a page with a default VPC. I hope this helps.
