Google SAS - Coastal Deployment - Azimuth Options

If I deploy a CBSD along a coastline, what are the current policies and WinnF / FCC / agreed upon rules related to an azimuth that points out "into the ocean" ? The possibility exists that a CBSD could be located far enough away from the direct water/land boundary and its intent would be to provide coverage appox 1 mile, from its location -> use cases of interest that are still on land. 

Would the grant be such that is the downtilt did not provide a roll-off at "the waters edge", the grant would be powered down ? or rejected ? due to possible interaction with USN activities that may occur 

Or would the calculation / agreed upon edge case "SAS ruling" be that, "there are no other GAA / PAL / Known Active ESC activations" and as such Full Power would be Granted ?

The best way to check this would be to create a draft CBSD and check the spectrum availability in the SAS Portal.
