Google managed SSL cert stuck in PROVISIONING state for ever [URGENT]

I provided a Google managed SSL cert from Certificate manager in GCP console for staging.mywebsite.com (just an example 🙂 so you get an idea). I also added a  DNS A record for the load balancer (Global HTTPS L7 App Loadbalancer) and i can see DNS getting updated meaning domain staging.mywebsite.com is getting resolved to global static IP address i added. However cert is stuck in PROVISIONING for about 1 hour. I remember facing this issue an year back but can't remember how it got resolved. I don't see anything wrong with the steps i performed. Assuming it is an intermittent issue i also tried deleting current one and adding a new one. Also i do not see any other cert existing for this subdomain. Please help 

I went through this troubleshooting  link and I can't see any reason why it would fail

Finally after 1.5 hours SSL got provisioned though docs mention as 24 hours definitely a risk to production deployments that can't wait long.
