How to allow a news instance to be connected via putty

(New to GCP)

I have created a instance on GCE but unable to connect SSH / Putty to the VM.I am Evaluating GCP as alternative cloud to handle upto 600 workloads from another Cloud Environment

- It has External IP Addresses

- For the VPC Legacy firewall rules are untouched - tcp:22 allow 0.0.0.0/0 - Ingress is Already configured

- I have created a SSH Key PAir and added the Public Key tothe Metadat>SSHKeys page (for project wide)

- I can Ping/ICMP the insatnce, but do not get a responsed when using putty, whether i specifiy the Private Key or not - indicating a firewall issue ?

- The Log Explorer confimes the Key is added

- I'm not using the SDK

- Default Zone Configured

- Single project created

I've belive the documentation seems to be unclear as to how to manage internet acesss to a VM Instance without the SDK

- i've tried the SDK and it wil not connect either -

-Via the Console 'SSH to the instance with built-in gcp = OK' , S'SH using a supplied key fails' ERROS Kf or Mf - i supplied the PPK and the PEM, and have regenerated a 2nd set of keys (an added the pub to Project-wide keys)

Scenario - I thought it would be simple

(1) I've added a Publich SSH Key to Metatdata > SSH Keys

(2) I start the instance, a E2 GCP Linux image which gives a External IP

(3)  I can ping the instance via the extenral IP

(4) SSH-in-Broswer = sucessfull ;  OS Firewall 'inactive'

(5) SSH-I-Broswer using porvided Private SSH - Fails -  Selected Pem = 'Failed to upload your file Kf (tried Chroem & Firefox) - tried PPK & PEM, file contents are viewable and integral

(6) Putty to IP - Nothing, putty to ip using PPK - Nothing

(7) GCP firewall - this is confusing me. out of the Box, the VPC Firewall states for Legacy Firewall rules 'By default, incoming traffic from outside your network is blocked'

BUT

By default this SSH rule is configured for ingress

Ingress
Apply to all
IP ranges: 0.0.0.0/0
 
tcp:22
Allow
65534
