Hello ~ Here is the document for connecting to a GCE Windows instance [1] 
As mentioned in this doc [2], the cost of two concurrent remote desktop sessions is included with the on-demand Windows Server. For more concurrent users, you will require a Client Access Licenses (CALs) [3].
