IAM missing required permission

Dear Google Members,

I am trying to add some users. But I am not getting any '+'  sign to add users. I did some basic troubleshooting and came to know that I am missing some IAM permissions, which I don't know-how. Because the account which I am using is the parent account. And before that, I was able to create some users. But now it just disappeared. How do I get back my permissions?

Hi, are you able to provide more details on the scenario you are facing?  When you say 'add some users' do you mean create a user account - for example in cloud identity - or do you mean grant permissions to a user.  If the latter, which service are you operating on? What roles does your user account have?
