Instance Fail to Stop

I have an instance that I cannot suspend, stop, or delete AND it is ocurring cost.  How do I stop it? I am the one that created the instance and have admin controls to everything.  Here is the error:

Failed to stop instance-20240118-XXXX-wbi: Required 'Current principal doesn't have permission to mutate this resource!' permission for 'instance-20240118-XXXX-wbi'

Any suggestions?

I think I figured it out. I was trying to stop the instance in the Compute Engine, where I needed to stop the instance in the Vertex AI Workbench. I was able to stop it there. Can anyone explain that one to me? Why can't you stop something in Compute Engine?
