[Issue] CloudRun Connection Failed AWS RDS

I am using GCP CloudRun Service.

Database is using AWS RDS

Currently, our DB is open to public ip at 0.0.0.0/0

CloudRun service and RDS were Connection normally

Suddenly, DB Connection Error occurred on September 7th from 06:57 to 07:50.

After an hour of error, it will function normally again.

What's the reason?

Are there more issues like this?
