Not able to deploy app engine flex with instance mode as internal

I have app engine service which is flex environment and able to deploy successfully but when I enable instance ip mode as internal it throws error that “Gaia email not found for service-<network-project-id>”. I’m using shared VPC here and above account looks like it’s related to network project. Can somebody help me in resolving the issue?
