Portal shows all channels available at full power. But a Spectrum analyzer shows the spectrum is completely used. We pick the best channel from the graph and it is still not useable. How do we determine who the interfering people are?

The SAS Portal displays EIRP for each channel. If there are protected entities, such as PAL or Tier 1 (e.g. FSS), that need to be protected, the EIRP may not show the full EIRP/power. Full EIRP availability means that a CBSD transmitting at full power does not have an interference impact on any protected entities. However, despite having full power, it is possible that the GAA spectrum could be congested or busy due to many operators using GAA channels in the vicinity. The most accurate channel quality information available in the SAS Portal is found in the Channel Ranking feature of the Coex tab. Expanding each channel in the channel ranking individually will show the channel score for each channel. The channel score assumes that a CBSD will be able to withstand a minimum level of interference. For a given EIRP, the channel score will vary depending on the level of interference.
Under PART 96, GAA spectrum is not afforded any protection within the GAA tier. However, we are working within the industry to develop a framework where the GAA spectrum can be coordinated. If you have tried using the channel ranking and spectrum inquiry tools and still do not find any usable spectrum, the best option is to open a ticket with GCP support. Interference cases are highly specific to individual circumstances and often benefit from in-depth investigations and coordination with operators in the vicinity.
