Problem purchasing a commitment for cpu

Unable to purchase commitment always get , The steps as I see below

a) request for quota increase of the overall + location + committed -> "ComputeEngine CPU's" and "ComputeEngine Committed CPU's" and "ComputeEngine Commited E2 CPU's" (snapshots attached)

but purchasing the commitment is failing with following. 

Creating commitment "commitment-16c-64g" failed. Error: Operation type [insert] failed with message "Quota 'COMMITMENTS' exceeded. Limit: 0.0 in region us-east1."

Please help if I am missing some steps in this tricky issue

According to GCP public documentation:

You can only purchase commitments if you have quota for commitments. Check the Quotas page to ensure you have enough quota to create a commitment.

When making a request using the gcloud CLI or the API, the server returns the following error if you have no commitment quota:

"Quota 'COMMITMENTS' exceeded. Limit: 0.0"

In the Google Cloud console, from the menu Menu, point to IAM & Admin, and click Quotas:

In the Quota status column, click on error. The quota panel lists all of your quotas.

  • Select the checkbox for the location of the quota that needs adjustment.
  • Click EDIT QUOTAS.
  • Complete the request form.
  • Enter your revised quota limit, and optionally, a description.
  • Click DONE.
  • Click SUBMIT REQUEST.
  • Alternatively, click the filter_list Filter table to query your quota by a specific property.

You will receive an email in response to your request.
