Unable to Remove Myself from Organization and Delete Project Folders

I was unable to delete a project folder. The error message said that I needed the Resource Manager/Folders/Delete  permissions, but that permission doesn't appear in the IAM list.

I'm really trying to delete two organizations, or if not possible, remove myself from those organizations. Following instructions to do so, I'm told I should delete all resources/folders first.

As long as I'm part of these organizations, I haven't been able to create a new personal billing account for my gmail account as it is forcing me to choose one of the organizations.

That is correct. To properly do these you have to have the correct roles, permissions and delete all resources first.
