Unable to delete Google Cloud Instance

Hi folks, experiencing an issue whereby I am unable to delete my VM instance. Tried to do so via CLI and console, but operation seems to be stuck at pending. Can anyone assist?

Any info about this Instance? Is this standalone VM, Notebook created via Vertex? Did you've checked logs at Logs Explorer ?
